Tomorrow is the last day to cast an early ballot for next Tuesday's election. Among ten propositions on the ballot are Prop 2, which would allow the Texas Water Development Board to issue additional bonds for water projects, and Prop 3, which would allow the State Higher Education Coordinating Board to continually issue bonds to fund college student loans. Proposition 8 is another high-profile ballot item that would allow for lower property tax valuations based on water stewardship, similar to the appraisals allowed for agriculture and wildlife management. A landowner already must qualify for the agriculture valuation to get the water designation. Early voting available at the Edd Keyes Building in downtown San Angelo until seven o'clock tomorrow night.
