It's taken awhile, but a man arrested in a three-year-old San Angelo murder case will soon be returning to the city. Last month, 43-year-old James Owen Winchester was arrested by police in Joplin, Missouri. Winchester is accused of murdering Kim Burton at a residence in the 33-hundred block of Cornell Street in March of 2008. After several hearings in Joplin, a judge on Thursday signed papers extraditing him back to Texas.
