San Angelo police have arrested a serial graffiti artist. They say 26-year-old Rodney Lee Villafranco was taken into custody last week and admitted to being responsible for three instances of graffiti on downtown-area buildings and a fourth at the northside Wal-Mart. Villafranco was booked into the Tom Green County Jail.
