San Angelo police arrived early Saturday morning to a residence in the 1400 block of Paseo de Vaca where someone was seen staggering from house to house and rummaging through a mailbox. The man was found in a detached garage on the same road and appeared to be intoxicated. He was later identified as 18-year-old Richard Michael Garcia III of San Angelo. Officers say they found Garcia to be in possession of items that turned out to have been stolen from a vehicle and he was arrested.
