The San Angelo City Council held a special meeting Monday morning to discuss the Single-Member District Four seat that was left vacant when Fredd Adams was resigned. However no vote was taken. Mayor Alvin New said he would not approve an appointment because voters should be the ones to fill the vacancy during the May 11th election. There are no candidates for the seat so far.
