The 4th Annual West Texas Tattoo Convention begins Friday in at the McNease Convention Center in San Angelo. The event includes special guest appearances by Oliver Peck and three other judges from the show "Inkmaster" and Freddy Negrete from the upcoming film "Tattoo Nation."
