San Angelo and the Concho Valley have seen as much as six inches of rain this week and Thursday's downpours on already-saturated ground led to flash-flooding in many areas. That created traffic problems with vehicles slowing down for high water or stalling out in it. And in eastern Tom Green County, other vehicles were getting blown around by winds that reached 60 miles an hour in Wall and Veribest.
