A fugitive featured as San Angelo's Most Wanted back in January of this year has been caught. 30-year-old Lupe Martinez Chappa Junior was wanted for parole violation on drug charges and a Tom Green County warrant for felony forgery and two city warrants. Chappa was arrested on Saturday when he was pulled over for a traffic stop near Bell Street and Concho after being recognized by a San Angelo police officer.
