Angelo State University has handed out its second Colonel Rowan Award, recognizing a staff member who has gone above and beyond the call of duty in carrying out a major project during the last academic year. It goes to Pat Payne, construction project coordinator for ASU's Office of Facilities Planning and Construction. Payne's diligence is credited with saving the school thousands of dollars in possible overpayments to contractors.
