The San Angelo City Council voted four to three Thursday to postpone proposed increases in city permit fees for some local businesses and city planning fees. Councilman Dwayne Morrison suggested the postponement to allow the new city manager to determine whether the increases are necessary. Daniel Valenzuela takes over as city manager on October 10th.
