The San Angelo City Council will hold a special meeting Thursday to again consider implementing Drought Level Three. Drought Level Three is triggered when the city has less than 12 months of water supply remaining and that requirement was reached as of last Friday. It would prohibit outside watering, the refilling of fountains and swimming pools and car-washing. The city council had put off a decision last week, saying there needed to be more discussion of exemptions for businesses using water.
