After a steady decline since November, retail gas prices have inched back up as 2012 comes to an end. That's according to Triple-A, which reports the national average price of regular gasoline is three-27 a gallon, four cents more than last week. The statewide average in Texas is three-08, also up four cents. In San Angelo, gas-buddy-dot-com shows the price of regular ranges from three-01 to three-19 a gallon.
