A man who served for 18 years as city engineer in San Angelo bid farewell to that job on Wednesday. Fellow employees, family, and friends attended a farewell reception for Clinton Bailey at city hall. Bailey is leaving to become the city of Fredericksburg's director of public works and utilities.
