A man has surrendered to police after allegedly hitting someone with his vehicle. Twenty-three-year-old Toby Ray Fitchett stands accused of leaving the scene of an accident two weeks ago. Police believe Fitchett hit twenty-two-year-old Travis Meza as Meza walked across South Oakes Street on April twenty-sixth. They found the vehicle last week and discovered Fitchett had left for North Carolina to discuss the situation with family. Meza has returned to work.
