Texas gov calls third special legislative session

The governor has called the legislature into a third special session.

Rick Perry wants lawmakers to address transportation funding after a proposed constitutional amendment stalled.

The House could not muster enough votes to approve an amendment that would divert money from Texas' Rainy Day Fund for highway construction.

If voters approve the amendment next year, then it could free up $840 million annually.

Perry had threatened to call a third extra session.
